Prohibits New Jersey state, county, and municipal law enforcement from stopping, arresting, or detaining individuals based solely on immigration status or inquiring about immigration status unless necessary for an indictable offense investigation

Restricts law enforcement cooperation with federal immigration authorities, including barring participation in civil immigration enforcement operations, sharing non-public personal information, and honoring detainer requests without a judicial warrant

Creates exceptions allowing continued detention or notification to federal authorities for individuals convicted of, adjudicated delinquent for, or currently charged with violent or serious offenses (first/second degree crimes, domestic violence, weapons offenses, burglary, arson, etc.)

Requires all law enforcement agencies to establish procedures for processing T-visa and U-visa certifications for crime and trafficking victims within 120 days of request, with processes published on agency websites

Mandates training for all law enforcement officers within 60 days of program availability, annual reporting to the Attorney General on any assistance provided to federal immigration authorities, and written notification to detainees when federal immigration authorities make requests
