Prohibits ticket resellers from selling tickets they do not possess at the time of sale, eliminating "speculative ticketing" or "tentative ticket" policies

Removes existing exceptions that previously allowed speculative ticket sales when sellers disclosed the policy, provided approximate delivery dates, and offered refunds if tickets could not be secured

Maintains the prohibition on resellers selling the same seat to multiple people simultaneously

Preserves existing consumer protections requiring full refunds when events are cancelled or tickets fail to grant admission

Takes effect immediately and applies to ticket sales occurring on or after the date of enactment
