Self-service storage facility owners are prohibited from denying occupants access to their personal property during regular access hours, except when satisfying a lien or when denial is due to law enforcement orders, fire personnel recommendations, or circumstances beyond the owner's control

When access is denied due to emergency circumstances, owners must restore access as soon as practicable and cannot destroy, remove, or dispose of the occupant's property before restoring access

Owners must notify occupants in writing within 7 days if their property has been destroyed or rendered permanently inaccessible due to fire, flood, government orders, or other circumstances beyond the owner's control

Notice of property destruction must be delivered in person, by verified mail, or by electronic mail to the occupant's last known address

The bill takes effect on the first day of the third month following enactment
