Creates a tuition reimbursement program in New Jersey for advanced practice nurses (APNs) who commit to providing full-time home health care services in the state for one to four years.

Reimburses 25% of eligible tuition expenses per year of service completed, up to 100% total for four years of service, based on the lowest-cost academic year of the APN program.

Eligibility requires New Jersey residency, APN certification from the NJ Board of Nursing, specialized home health care training, and application within one year of certification.

Participants must charge customary rates, provide reduced-cost or free care to patients unable to pay, and not discriminate based on ability to pay or payment source.

Administered by the Higher Education Student Assistance Authority (HESAA); participants cannot simultaneously receive benefits from the Primary Care Practitioner Loan Redemption Program or National Health Service Corps Loan Repayment Program.
