Municipalities may advertise free of charge on bridges and railway overpasses within their boundaries that are under jurisdiction of the Department of Transportation, New Jersey Turnpike Authority, South Jersey Turnpike Authority, or NJ Transit Corporation

Advertisements must comply with the Roadside Sign Control and Outdoor Advertising Act, cannot direct traffic or resemble official signs, must not impair driver visibility, and cannot advertise private companies

Department of Transportation must establish a no-fee application process within six months, requiring municipalities to submit proposed advertisements for approval

Applications may be denied if the bridge or overpass is within Interstate or Primary System right-of-way and the advertisement could conflict with federal law, traffic flow, or driver safety

Municipalities are exempt from obtaining permits for these advertisements if the signs are not adjacent to Interstate or Primary System highways
