Prohibits electronic payment systems from charging merchants higher fees for manually entered credit card transactions compared to electronic credit card transactions during declared emergencies

Applies when the Governor declares a public health emergency under the Emergency Health Powers Act or a state of emergency under P.L.1942, c.251

Defines "electronic payment system" as non-national bank entities that provide infrastructure and software for processing credit, debit, charge, and store-valued card transactions

Covers payment systems acting directly or through agents, acquirers, processors, or member institutions

Takes effect immediately upon enactment
