Establishes the Volunteer First Responders Loan Redemption Program to help repay student loans for volunteer firefighters, first aid/rescue squad members, and Office of Emergency Management volunteers who are New Jersey residents

Eligible participants can receive up to $6,000 in loan redemption, paid as $2,000 per year during their second, third, and fourth years of active volunteer service after graduating from an in-state college or certificate program

Volunteer firefighters must respond to at least 60% of regular alarms and drills and hold Division of Fire Safety certification; first aid/rescue/EMS volunteers must complete a minimum of 500 hours annually

Participants must provide official attestation from their organization's chief or presiding officer confirming active membership in good standing

The program allows contracts to be nullified in cases of death, total permanent disability, or extreme hardship, with participants able to withdraw by assuming responsibility for remaining loan balances
