Requires businesses selling or renting personal watercraft to provide purchasers and renters with informational materials about flotation device types and obtain acknowledgment that the information was read.

Obligates personal watercraft sellers and renters to offer customers the option to purchase or rent a Type I personal flotation device, which provides the highest buoyancy and can turn an unconscious person face-up.

Takes effect on the first day of the seventh month following enactment, with the Superintendent of State Police and Motor Vehicle Commission authorized to take anticipatory administrative action.
