Establishes statewide targets to reduce organic waste disposal in landfills: 50% reduction from 2016 levels by January 1, 2027, and 75% reduction by January 1, 2032.

Requires the Department of Environmental Protection to adopt regulations within 18 months to achieve these targets, with authority to require local governments to impose requirements on organic waste generators and enforce penalties for noncompliance.

Mandates that at least 20% of excess, unused, and edible food currently disposed of be recovered for human consumption by 2035.

Authorizes local governments to charge reasonable fees to organic waste generators to recover compliance costs, and preserves local authority to adopt more stringent organic waste reduction requirements.

Requires DEP to submit a progress report by July 1, 2027, analyzing the effectiveness of regulations, status of organic waste recycling infrastructure, and market conditions for compost and biomethane products.
