Removes the $35,000 gross sales threshold for the Act's application, extending protections to "business format" franchises where no direct sales occur between franchisor and franchisee.

Grants franchisees the right to terminate, cancel, or not renew a franchise with 60 days notice, and prohibits franchisors from requiring excessive damages, personal debt guarantees, or non-compete clauses exceeding 6 months or extending beyond the franchise's county.

Prohibits franchisors from requiring facility relocations or operational modifications more than once every five years unless demonstrated that the franchisee can earn a reasonable return within 10 years.

Bans franchisors from receiving commissions from vendors selling to franchisees and requires franchisors to secure the best possible prices for required vendor purchases.

Establishes fiduciary duty for franchisors over advertising funds collected from franchisees, requiring annual reports on how funds were used, and prohibits forum selection clauses that restrict where franchisees can bring legal claims.
