Establishes a 9-member Nuclear Power Advisory Commission within the Department of Environmental Protection to study the role of nuclear energy, including small-scale reactors, in New Jersey's energy future

Commission membership includes the Commissioner of Environmental Protection, President of the Board of Public Utilities, President of the NJ Utilities Association, and 6 Governor-appointed members representing nuclear plants, academia, environmental organizations, business, and labor

Required to evaluate nuclear energy's contribution to the state's 80% greenhouse gas reduction goal by 2050 under the Global Warming Response Act, as well as grid reliability, air quality, and electricity pricing impacts

Must examine emerging reactor technologies, small-scale nuclear plant viability, and actions by the Nuclear Regulatory Commission and other states

Commission must submit a report with recommendations to the Governor and Legislature within 18 months, after which it expires 30 days later
