Prioritizes programs that prepare minorities and women for registered apprenticeships with long-term employment opportunities and includes supportive services to help participants complete training

Allows Statewide authorities to retain the 0.5% funds to administer their own qualifying programs rather than transferring to the department

Permits political subdivisions (counties, municipalities, school districts) to voluntarily participate in the set-aside program for their own public works contracts

Requires annual public reporting by the Department of Treasury and Department of Labor on contract compliance, fund allocation, and program outcomes including employment placement and retention data for minority and women participants
