Defines "bona fide emergency" as conditions rendering property uninhabitable or causing harm, including issues with heating/cooling, electrical, plumbing, ventilation, roof, or outer walls

Requires contractors to provide consumers with both an emergency authorization form and a written estimate of total costs before proceeding with emergency work

Mandates contractors obtain additional written authorization if actual costs exceed the original estimate

Permits contractors to take preliminary steps to address clear and immediate dangers that may cause death or serious bodily injury without first obtaining the emergency authorization form
