New Jersey residents would be permitted to purchase individual health insurance policies from insurers licensed in any other U.S. state, bypassing New Jersey-specific insurance regulations

"Resident" is defined as someone whose primary residence is in New Jersey and who is present in the state for at least six months per year

Employers would be authorized to reimburse employees for health insurance purchased from out-of-state insurers under this act

Health coverage purchased from out-of-state insurers would satisfy any legal requirement to maintain health insurance imposed by any entity with authority to mandate coverage

The act would take effect 90 days after enactment
