Extends for an additional three years a pilot program allowing barbers licensed in another state or foreign country to practice in New Jersey while awaiting state licensure

Expands eligibility to include individuals who rendered barbering services professionally in jurisdictions that do not issue barbering licenses, upon certification

Issues temporary permits valid for 120 days, with extensions available if the license application remains pending and program requirements are met

Expands the pilot program from one city to four designated pilot cities: Elizabeth, Passaic, Paterson, and Perth Amboy

Requires participants to work under direct supervision of a New Jersey-licensed barber and make good faith efforts to obtain state licensure
