Establishes the "Small Business Interruption Grant Program" administered by the New Jersey Economic Development Authority to award grants to small businesses that have suffered economic loss due to extended closures caused by State or public entity infrastructure and construction projects.

Defines eligible small businesses as independently owned and operated with fewer than 10 employees and $1,500,000 or less in annual gross revenue, with "extended closure" defined as closure for one month or more.

Grant amounts will be determined by the EDA based on operating expenses incurred by the small business during the extended closure period, with businesses affected before or after the bill's effective date eligible to apply.

Creates the "Small Business Interruption Grant Program Fund" funded by contributions from entities responsible for prolonged infrastructure or construction projects, with contributions capped at 5% of estimated total project costs.

Requires the EDA to collaborate with State and local entities to ensure infrastructure project timeframes include specific start dates to help small businesses determine their eligibility for grant funding.
