New Jersey Motor Vehicle Commission must create and distribute blue envelopes for drivers diagnosed with autism spectrum disorder to hold their license, registration, and insurance documents

Blue envelopes must be easily recognizable to law enforcement and include written information identifying the holder as having autism spectrum disorder

Envelopes must provide written guidance to help law enforcement officers communicate effectively with individuals on the autism spectrum during traffic stops

Development requires consultation with the Commissioner of Human Services, Superintendent of State Police, and at least one autism advocacy organization

Takes effect 12 months after enactment, with documentation requirements for obtaining envelopes to be established by the Chief Administrator and Commissioner of Human Services
