Creates a single, consolidated online application form for all residential utility assistance programs in New Jersey, hosted on the Department of Community Affairs website.

Requires the Division of Housing and Community Resources to enter into memorandums of understanding with every State agency and statewide nonprofit energy assistance organization that administers utility bill payment or energy efficiency assistance programs.

Mandates that participating State agencies and nonprofits assist in developing the consolidated application and notify DCA of any temporary assistance programs so they can be integrated into the unified system.

Covers programs providing financial assistance for utility bill payments as well as energy efficiency measures for residential customers.

Takes effect immediately upon enactment, with the Department of Community Affairs authorized to adopt necessary rules and regulations.
