Adopts the International Holocaust Remembrance Alliance (IHRA) definition of anti-Semitism from May 26, 2016, including its contemporary examples, as the official State definition for New Jersey

Requires the State to consider this definition when reviewing, investigating, or deciding violations of anti-discrimination policies, laws, or regulations to determine if acts were motivated by anti-Semitic intent

Specifies that criticism of Israel similar to criticism leveled against any other country shall not be considered anti-Semitic

Cites legislative findings that New Jersey ranked third nationally in anti-Semitic incidents and that 75% of Jewish students experienced campus anti-Semitism, with an 89% increase in campus incidents in 2017

Explicitly protects First Amendment rights and New Jersey constitutional free speech protections, and prohibits any conflict with existing anti-discrimination laws
