Requires all non-flushable disposable wipes sold in New Jersey to display a "Do Not Flush" symbol and label notice on product packaging, covering at least 2% of the principal display panel surface area

Defines covered products as premoistened nonwoven disposable wipes including baby wipes, bathroom cleaning wipes, disinfecting wipes, hand sanitizing wipes, makeup removal wipes, feminine hygiene wipes, and adult incontinence wipes containing petrochemical-derived fibers

Prohibits manufacturers, wholesalers, suppliers, and retailers responsible for packaging from making any claims about flushable attributes, benefits, or performance for covered products

Establishes civil penalties of up to $5,000 per offense for violations, with each day a non-compliant product is sold constituting a separate offense

Takes effect two years after enactment, with enforcement by the Department of Environmental Protection and Division of Consumer Affairs
