Requires the New Jersey Commissioner of Community Affairs to make the mandatory land use law and planning course available in both online and in-person formats within one year of the bill's enactment.

Applies to members and alternate members of local planning boards, zoning boards of adjustment, and combined boards who must complete training to retain membership.

The basic training course consists of no more than five hours of instruction and must be completable within one calendar day.

First-term board members must complete the course within 18 months of assuming membership to retain their position.

Board decisions remain valid even if a participating member is later found not to have completed the required training.
