Requires explosive gas sensor devices (detecting methane and propane) to be installed in one and two-family homes, hotels, multiple dwellings, rooming houses, and boarding houses in New Jersey

Mandates inspection for explosive gas detectors prior to initial occupancy or change of occupancy for buildings with fewer than three dwelling units; certificates of occupancy cannot be issued without verification

Allows combination devices that detect both carbon monoxide and explosive gases to satisfy both existing carbon monoxide and new explosive gas detection requirements

Exempts dwelling units from the requirement if the Commissioner of Community Affairs determines no potential explosive gas hazard exists

Imposes a fine of up to $100 on property owners who sell, lease, or permit occupancy without complying with the detector requirements; takes effect seven months after enactment
