Requires the Board of Public Utilities to adopt rules mandating electric utilities give priority to age-restricted communities (housing developments for residents 55 and older) when restoring service after sustained outages lasting more than 48 hours following major events

Defines "major event" as occurrences beyond utility control (storms, floods, earthquakes, terrorist attacks) that cause service interruption to at least 10% of customers in an operating area or result in a declared state of emergency

Requires utilities to annually request information from all residential customers about whether they live in an age-restricted community and designate those who respond affirmatively as eligible for priority restoration

Allows utilities discretion in prioritizing restoration based on the age-restricted community's needs and geographic characteristics of the affected area

Prohibits priority restoration efforts from diverting resources needed to maintain overall public safety, and takes effect 60 days after enactment
