Increases the annual State payment from $750 to $3,000 for veterans with qualifying service-connected disabilities and their surviving spouses, with the increase taking effect January 1 following enactment.

Qualifying disabilities include total loss of sight, paraplegia, hemiplegia, osteochondritis with permanent loss of use of both legs, amputation of both hands/feet or one hand and one foot, and loss of use of both feet or legs due to multiple sclerosis.

Disabilities must result from enemy action, accident, or disease contracted while in active military or naval service.

Currently 207 persons are receiving this benefit in New Jersey.

Transfers administrative oversight from the Department of Economic Development and Department of Human Services to the Department of Military and Veterans Affairs.
