Lowers full-time employee thresholds for manufacturing businesses seeking NJEDA sales and use tax exemption certificates from 250 to 125 manufacturing employees for new headquarters, research and development facilities, or manufacturing facilities

Reduces "mega project" qualification requirements in port districts, aviation districts, and urban transit hubs from 250 to 125 full-time manufacturing employees (or from 1,000 to 500 manufacturing employees for larger projects)

Applies reduced thresholds to phased project approvals, lowering first phase requirements from 200 to 100 full-time manufacturing employees and second phase from 100 to 50 additional manufacturing employees

Maintains existing higher thresholds (250 and 1,000 employees) for non-manufacturing positions while creating separate lower thresholds specifically for manufacturing jobs

Transfers program administration from the former New Jersey Commerce Commission to the New Jersey Economic Development Authority
