Declares that local governments in New Jersey lack authority to allow noncitizens to vote in local elections, rendering any such ordinances, resolutions, or rules null and void as against public policy

Establishes that any elected local government officer who votes to approve measures allowing noncitizen voting violates their oath of office under R.S.41:1-3

Amends the Local Government Ethics Law to add violations of an elected official's oath of office, including support of the U.S. and New Jersey Constitutions, as ethics violations subject to potential fines

References Article II, Section I, paragraph 3 of the New Jersey Constitution and Title 19 of New Jersey Statutes as the constitutional basis for restricting voting to U.S. citizens
