Authorizes farmers and other persons in New Jersey to use ground-harvested fruit (fruit that has fallen or been dropped from trees, bushes, or stems) to produce alcohol, cider, baked goods, and other value-added products for sale or distribution

Requires all final value-added products made from ground-harvested fruit to be pasteurized or appropriately treated to destroy microorganisms that may cause disease, spoilage, or undesirable fermentation before sale

Permits the sale and distribution of ground-harvested fruit to third parties for use in food processing, provided the end products comply with pasteurization requirements

Grants the Department of Health authority to confiscate, condemn, and destroy non-compliant value-added products containing ground-harvested fruit that have not been properly pasteurized

Directs the Department of Agriculture and Department of Health to jointly adopt implementing regulations
