Creates the Capital City Commission within the Department of Community Affairs to study and recommend short-term, medium-term, and long-term improvements for Trenton, New Jersey.

Commission consists of 13 members including ex officio officials (Trenton Mayor, City Council President, Mercer County Executive, County Commissioners Chair, NJ EDA CEO), legislative appointees, a judicial representative, and three gubernatorial appointees representing the Executive Branch, state workers, and business community.

Members serve four-year terms without compensation but receive reimbursement for expenses; appointments must be made within 30 days of the act's effective date.

Commission must assess waterfront development including potential Route 29 rerouting, business recruitment and retention, leveraging state buildings and workers, and promoting cultural, social, and recreational opportunities.

Required to meet quarterly for the first two years and issue an initial report within 24 months, then meet at least twice annually and submit annual reports thereafter to the Governor, Legislature, Mercer County Commissioners, and Trenton City Council.
