Requires the New Jersey Motor Vehicle Commission to provide both vehicle and licensing services at every agency location, reversing the COVID-19 pandemic policy of separating locations into dedicated "licensing centers" and "vehicle centers"

Mandates that all services be available in-person at each location, prohibiting the MVC from requiring customers to complete services online

Requires all agency locations to serve walk-in customers without requiring appointments for vehicle and licensing services

Vehicle and licensing services covered include: address changes, driver's licenses, permits, identification cards, registration certificates, vehicle titles, ownership transfers, and license plates

Takes effect on the first day of the fourth month after enactment
