Authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to issue license plates replicating the classic New Jersey design used from 1979 to 1991

Requires a $50 application fee plus a $10 annual renewal fee, with proceeds (after administrative costs) deposited into the Special Transportation Fund for state transportation projects

Prohibits use of state or public funds for initial program costs; requires a designated individual or entity to contribute up to $25,000 in non-public funds to cover startup expenses

Program cannot begin until at least 500 completed applications are submitted and initial cost funding is secured from private sources

Chief administrator may discontinue the program if the average cost per plate exceeds $50 for two consecutive fiscal years; bill expires if requirements are not met within 12 months of enactment
