Declares that the Department of Environmental Protection's December 2023 regulations implementing California's "Advanced Clean Cars II" program are inconsistent with legislative intent under P.L.2003, c.266

Argues that the 2003 law only authorized DEP to implement California's LEV II (Low Emission Vehicle) program, not subsequent programs like ACC II adopted by California in 2022

Asserts the DEP Commissioner failed to provide required written notice to the Senate Environment and Energy Committee and Assembly Environment and Solid Waste Committee before adopting the ACC II rules

Gives DEP 30 days after transmittal to amend or withdraw the regulations, or the Legislature may pass another concurrent resolution to invalidate the rules in whole or in part

Invokes the Legislature's constitutional authority under Article V, Section IV, paragraph 6 to review agency regulations for consistency with legislative intent
