Proposed constitutional amendment would require Governor's emergency orders, rules, and regulations to automatically terminate after 14 days unless the Legislature approves a longer period through concurrent resolution.

The Governor would be prohibited from reissuing orders with the same or substantially similar effect for the same emergency after the 14-day termination.

Exemptions include orders required by federal law, orders applying only to state executive branch agencies, orders issued as Commander-in-Chief of the National Guard, and orders rescinding previous emergency measures.

If approved by the Legislature, the amendment would be placed on the ballot at the next general election occurring more than three months after final legislative agreement.

Sponsored by Senator Joseph Pennacchio (District 26) with bipartisan co-sponsorship, pre-filed for the 2026 session of the 222nd Legislature.
