Proposes a constitutional amendment establishing an indirect initiative and referendum process, allowing New Jersey citizens to propose constitutional amendments, new laws, or repeal of existing laws directly to the Legislature.

Constitutional amendment initiatives require signatures from at least 10% of votes cast in the preceding gubernatorial election; law proposals require at least 6%, with proportional signatures required from each of four geographic regions (northeastern, northwestern, central, and southern).

Legislature has up to two months to act on citizen petitions; if substantially similar legislation is not enacted, the proposal goes directly to voters at the next general election.

Laws enacted through citizen initiative cannot be amended or repealed by the Legislature for two years except by three-fourths vote, or for an additional three years except by three-fifths vote.

Excludes from the initiative and referendum process any proposals requiring or prohibiting facility siting in specific counties or municipalities.
