Proposes adding paragraph 23 to Article I of the New Jersey Constitution to establish fishing, hunting, trapping, and harvesting of fish and wildlife as a constitutionally protected right

Requires fish and wildlife management laws to preserve opportunities for taking species traditionally pursued by fishermen, hunters, and trappers using traditional means and methods

Mandates that wildlife management be consistent with the State's duty to conserve fish and wildlife for the recreational enjoyment of future generations

Establishes traditional fishing, hunting, and trapping methods as the preferred means for controlling invasive or overpopulated species

Requires submission to voters at the next general election occurring more than three months after legislative approval, with publication in each county at least three months prior to the vote
