Amends the New Jersey Constitution to prohibit the State from agreeing to any international trade agreement without consent of the State Legislature

Establishes four State Legislative Points of Contact (one appointed by each legislative leader) to serve as official liaisons with federal government and the Governor on trade matters

Creates the Citizen's Commission on Trade and Democracy, comprised of the four legislative liaisons, Attorney General, heads of four relevant departments, and 10 public members including labor, business, farming, and policy experts

Requires trade agreement provisions and impact analyses from state agencies be provided to legislators, with public hearings held statewide before any consent can be given

If approved by the Legislature, the constitutional amendment would be placed on the ballot at the next general election for voter approval
