Proposes amending the New Jersey Constitution to dedicate revenues from any future sales tax on electric vehicles (up to $100 million annually) to the Transportation Trust Fund

Requires dedication of any revenue collected from additional motor vehicle registration fees imposed specifically on electric vehicles to the Transportation Trust Fund

Funds deposited in the Transportation Trust Fund may only be used for planning, acquisition, engineering, construction, reconstruction, repair, and rehabilitation of the state's transportation system

Does not impose new taxes or fees on electric vehicles; the dedication would only apply if the Legislature separately enacts such taxes or fees in the future

Would be placed on a general election ballot for voter approval if passed by the Legislature, as required for constitutional amendments
