Creates a seven-member "Persons with Disabilities and Senior Citizen Transportation Services Task Force" including the Commissioners of Transportation and Human Services, NJ Transit Executive Director, and representatives from disability and senior advocacy organizations

Requires the task force to examine transportation obstacles for persons with disabilities and senior citizens, including solutions for improving infrastructure, technology coordination, and seamless mobility between transit systems

Directs study of independent travel training improvements, real-time transit technology for delay notifications, and how automated/connected vehicle technology can enhance accessibility

Task force must organize within 30 days of member appointments and submit a report with findings, recommendations, and legislative proposals to the Governor and Legislature within 18 months

Members serve without compensation but may receive reimbursement for actual expenses; four members constitute a quorum for conducting business
