Recognizes the Carly Fetzer Queen of Hearts Foundation, which provides food vouchers to families at Children's Hospital of Philadelphia and funds congenital heart defect research

Requests the Governor to annually issue a proclamation recognizing February 12th as "Carly Day"

Notes that 9 out of every 1,000 babies in the U.S. are born with heart defects, and the date falls within national Congenital Heart Defect Awareness Week (February 7-14)
