Requests the Governor to annually issue a proclamation recognizing August as "Black Business Month" and call upon educational and cultural institutions to observe it with appropriate activities and programs

Notes that Black-owned businesses represent approximately 10% of American businesses, with over half of Black business owners being female—the highest percentage of any demographic

Acknowledges that Black-owned businesses were disproportionately affected by COVID-19, with 41% closing during the pandemic compared to 17% of white-owned businesses

References the national observance established in August 2004 by historian John William Templeton and engineer Frederick E. Jordan Sr. to influence policy and support Black business owners
