Creates a bipartisan Senate Task Force on Government Efficiency and Regulatory Review consisting of six senators—three appointed by the Senate President and three by the Minority Leader—with two co-chairs from different political parties.

Task force will review state statutes, rules, regulations, and Executive Orders to assess economic impacts and determine whether costs and burdens on businesses, workers, school districts, and local governments outweigh intended benefits.

Requires at least two public hearings annually in different regions of the state, with the first hearing within 60 days of adoption, to gather testimony from business leaders, workers' groups, school officials, and other stakeholders.

Task force must submit an initial report of findings and recommendations to the Senate one year after adoption, followed by annual written reports with recommendations to repeal, rescind, or amend burdensome statutes, regulations, or Executive Orders.

Senate President may appoint additional public members to provide expertise representing businesses, workers, school districts, and local governments.
