Urges Congress to expand GI Bill educational benefits to veterans who received a general discharge under honorable conditions, who are currently ineligible despite retaining access to all other veterans benefits

Notes that general discharge under honorable conditions results from minor issues such as failure to meet certain standards, minor disciplinary actions, or being over/underweight, unlike dishonorable discharge which involves serious offenses like desertion or murder

References the history of GI Bill expansions, including the Post-9/11 Veterans Educational Assistance Act (2008) and the Harry W. Colmery Veterans Educational Assistance Act (2017), which added benefits transferability to family members and removed the 15-year usage limit
