Transfers oversight of the Advisory Graduate Medical Education Council of New Jersey from the Commission on Higher Education to the Department of Health and requires the council to meet at least once annually.

Expands the council's duties to include developing a five-year strategic plan for graduate medical education growth and creating an informational funding guide for legislators and stakeholders three months before each fiscal year.

Requires the council to develop workforce and population health outcomes and metrics tied to the Graduate Medical Education Subsidy and Supplemental Graduate Medical Education Subsidy in annual appropriations.

Mandates coordination with federal programs including HRSA's Rural Residency Planning and Development Program and the Teaching Health Center Graduate Medical Education Program.

Establishes detailed annual reporting requirements to the Governor and Legislature covering workforce needs, funding allocation by geography and specialty, residency graduate employment locations, and recommendations for addressing underserved areas.
