Creates the "Public-Private Alliance to Retain Talent and Expand Regional Health Program" within the Department of Health to provide grants for student loan repayment and tuition relief to health care professionals

Appropriates $5 million from the General Fund to fund the grant program

Limits individual awards to $10,000 per year and $30,000 total per health care professional, with recipients required to work a minimum of three years at a partner hospital

Requires partner hospitals to provide non-State matching funds of at least 200 percent of the grant amount, except for University Hospital which is exempt from the matching requirement

Mandates annual reporting to the Governor and Legislature by December 31, 2026 and each year thereafter on the program's effectiveness in recruiting and retaining health care professionals
