Creates the Interstate Dental and Dental Hygiene Licensure Compact, allowing licensed dentists and dental hygienists to obtain expedited "compact license privileges" to practice in other member states without obtaining separate full licenses in each state.

Establishes the Interstate Dental and Dental Hygiene Compact Licensure Commission, governed by two voting commissioners from each member state's dental board, to administer the compact, promulgate rules, and maintain oversight.

Requires licensees seeking compact privileges to have graduated from CODA-approved programs, passed ADEX or equivalent regional board examinations, hold unrestricted home state licenses, and have no criminal convictions, adverse disciplinary actions, or active investigations.

Waives all compact fees for active-duty military members and their spouses for up to one year after separation from service, and allows military training records to be transferred to the repository without charge.

Authorizes member state dental boards to conduct joint investigations, share investigative materials, enforce subpoenas across state lines, and automatically apply similar discipline when adverse actions are taken against a licensee in any member state.
