Grants cannabis workers not covered by the federal National Labor Relations Act collective bargaining rights under New Jersey State Board of Mediation oversight, including union recognition through authorization cards signed by a majority of employees or through elections

Prohibits cannabis employers from interfering with employee organizing efforts, discriminating against workers for union activity, or refusing to negotiate in good faith with certified employee representatives

Requires cannabis employers to provide union organizers with employee contact lists within 48 hours upon petition and grant workplace access for meetings with employees during breaks and at employer-controlled living quarters

Mandates reinstatement plus back pay, liquidated damages equal to lost wages, and reasonable legal costs for employees discharged for exercising organizing rights

Increases penalties for employers who refuse to provide employee information from $1,000 to $5,000 per day of non-compliance and authorizes the Board of Mediation to enforce orders through the Appellate Division of Superior Court
