Requires the Department of Community Affairs, Department of Human Services, Board of Public Utilities, and other relevant State agencies to review income thresholds for utility bill payment assistance and energy efficiency programs within one year of enactment.

Agencies must increase income thresholds if determined appropriate after considering factors such as alignment across programs, use of alternate thresholds like State median income, and aggregate costs and impacts.

State agencies must request public comment or seek assistance from other agencies to determine appropriate income threshold increases.

If low-income energy efficiency program thresholds are increased, the Board of Public Utilities must assess whether to adjust moderate-income program thresholds to prevent overlap and expand access to moderate-income programs.

The act expires upon completion of all required income threshold increases by State agencies.
