Municipalities, counties, school districts, and fire districts may voluntarily enter into project labor agreements (PLAs) for public works projects costing less than $5 million.

Current New Jersey law requires PLAs only be considered for public works projects with estimated costs of $5 million or more; this bill maintains that threshold for mandatory consideration.

PLAs are pre-hire collective bargaining agreements that establish terms and conditions for specific construction, reconstruction, demolition, or renovation projects.

The bill amends P.L.2002, c.44 (C.52:38-1 et seq.) to explicitly authorize local units to use PLAs on smaller projects at their discretion.

The legislation takes effect immediately upon enactment and is pre-filed for introduction in the 2026 legislative session.
