Establishes a 13-member Overdose Fatality and Near Fatality Review Board within the Department of Human Services to review drug overdose deaths and near-deaths in New Jersey and identify causes, patterns, and prevention methods

Board membership includes the Commissioners of Health and Human Services, Attorney General, State Police Superintendent, State Medical Examiner, and seven Governor-appointed public members representing prosecutors, addiction organizations, physicians, and substance use counselors

Authorizes the board to establish local or regional community-based review teams and grants subpoena power to obtain school, medical, hospital, mental health, and treatment records of individuals whose cases are under review

Requires the board to maintain confidential master files with identifying information and submit annual reports to the Governor and Legislature with recommendations for improving coordination among agencies and preventing overdose deaths

Provides civil liability immunity for board members acting in good faith and allows the board to solicit grants and funds from governmental, public, and private sources
