Creates a new third-degree crime for knowingly damaging or tampering with historic places or sites in New Jersey, punishable by 3-5 years imprisonment, up to $15,000 fine, or both

Defines "historic place or site" as properties listed on the New Jersey Register of Historic Places, the National Register of Historic Places, or identified in county/municipal master plans as historically significant

Also includes sites recognized by the State Agriculture Development Committee as having historic value under their established criteria

Amends existing criminal mischief statute N.J.S.2C:17-3 by adding this as a new category alongside other protected property types like research facilities, aviation equipment, and gravesites
