Creates the "New Jersey School Counts County College Scholarship Program" providing up to $2,000 per year (maximum $4,000 over two years) for eligible high school graduates to attend county college full-time.

Requires scholarship applicants to have earned a School Counts certificate by maintaining 95% or greater attendance and punctuality, achieving at least a C average, completing more than minimum graduation credits, and passing Algebra I throughout high school.

Students must apply to the program at the beginning of freshman year of high school, enroll in at least 24 credit hours per year at a county college, and begin studies within six months of high school graduation.

Program funding combines State appropriations, county college funds, and private contributions, with State matching funds available up to $500,000 per participating county college when matched by private donations.

Implementation begins with four county colleges (at least one from each region of the State), adding three colleges annually until all county colleges participate; students dismissed for academic or disciplinary reasons must repay scholarship funds in full.
